Households must be responsible for a heating or electric bill in order to be eligible for energy assistance. Please call 360-255-2192 (Whatcom County) or 360-639-8876 (Island County) for more information.

To receive assistance with propane, wood, heating oil, City of Blaine Electric, Sumas Water & Light, Puget Sound Energy (PSE), or Cascade Natural Gas (CNG) bill, your household income must be at or below the LIHEAP income limit for your household size. Please review the chart below.

Please contact our Whatcom County Energy Line at (360) 255-219 to schedule a phone appointment for the State HEAP program. The Energy Line is open Monday through Thursday from 9:00 a.m.-12:00 p.m. and 1:00 p.m.-4:00 p.m.

The Washington State Home Energy Assistance Program (HEAP) is supported with funding from Washington’s Climate Commitment Act.
