Households must be responsible for a heating or electric bill in order to be eligible for utility. Please call 360-255-2192 (Whatcom Co) or 360-679-6577 (Island Co) for more information.

To receive assistance with propane, wood, heating oil, City of Blaine Electric, Sumas Water & Light, Puget Sound Energy (PSE), or Cascade Natural Gas (CNG) bill, your household income must be at or below the LIHEAP income limit for your household size. Please review the chart below.
