“LIHEAP” stands for “Low-Income Home Energy Assistance Program”. A federal social services program that began in 1981, the program helps keep individuals and families safe and healthy by helping manage costs associated with home energy bills, energy crises, weatherization, and energy-related minor home repairs. Opportunity Council manages the LIHEAP program in Whatcom, Island, and San Juan Counties.
