AmeriCorp-VISTA Program
The Opportunity Council is an “umbrella agency” for AmeriCorp*VISTA projects in Whatcom, Island and San Juan Counties. We coordinate volunteers to help organizations develop programs that prevent or reduce poverty in our country.

Building Performance Center
The Building Performance Center's training facility trains and certifies workers in weatherization as well as providing lead paint certifications.

Community Energy Challenge
In partnership with Sustainable Connections, the Opportunity Council CEC program is creating green jobs in the community by offering energy efficiency assessments and improvements for homeowners and businesses throughout Whatcom County.

The Energy Project
The Opportunity Council hosts this state-wide program raises community awareness on issues affecting home energy costs and advocates for community support for programs that assist households to afford them.

Whatcom Asset Building Coalition
Opportunity Council is the lead agency for a community collaboration that supports financial self-sufficiency through education and advocacy. A member of the Washington Asset Building Coalition.

Whatcom Homeless Service Center
In collaboration with partner organizations, WHSC coordinates community re-housing services for people who are homeless.
WHSC is housed at the Opportunity Council and supported with funds made available through the Department of Community, Trade and Economic Development; State of Washington; Whatcom County; City of Bellingham and other public and private sources.
